Regional training seminar – town of Stara Zagora

On 17.10.2012, as proposed by Municipal council of the town of Stara Zagora, the Commission for prevention and ascertainment of conflict of interest held a regional training seminar on the topic: “Conflict of interest – legal characteristics and a system of prevention, ascertainment and procedural rules. Focuses of application of CIPAA in the work of local self-government bodies and municipal administrations”.

Members of the standing commissions under CIPAA with the Municipal council (MC) of Stara Zagora, chairpersons and secretaries of MC in Stara Zagora district participated in the seminar.

The discussion was on matters, such as the legal definition of the conflict of interest under art. 2 of CIPAA, the procedure for ascertainment of conflict of interest, prevention of conflict of interest /the system of declarations under art. 12; publishing the declarations on the official internet site; register of declarations, under art. 12; functions of the declarations/, as well as grounds for instigating proceedings before the Commission for prevention and ascertainment of conflict of interest.

District public council for prevention and counteraction of corruption in Gabrovo

On 04.07.2012, the chairperson of the Commission for prevention and ascertainment of conflict of interest – Mr. Filip Zlatanov, participated in the second meeting for the year of the District public council for prevention and counteraction of corruption in Gabrovo. He introduced to the participants the topic of “Conflict of interest – legal characteristics, a system of prevention, ascertainment, procedural rules and administrative penal regulation”.

 The meeting was part of the anti-corruption campaign of the District public council for prevention and counteraction of corruption in implementation of the Integrated strategy of the government of the Republic of Bulgaria for prevention and counteraction of corruption and organized crime.  

Members of the council are bodies of the executive and judicial authority, of local self-government, branch organizations, non-governmental organizations and media. The chairpersons and municipal councils from the municipal councils of the municipalities of the town of Gabrovo, Dryanovo, Sevlievo and Tryavna participated in the event.

Seminar: “Conceptions of integrity: approaches and new boundaries”

On 04, 05 and 06.07.2012, in the city of Bitola, Republic of Macedonia, the Commission for prevention and ascertainment of conflict of interest took part in a seminar on the topic “Conceptions of integrity: approaches and new boundaries”.

Representatives of the institutions with powers in the field of fight against corruption, declaring of property by persons holders of public office and prevention of conflict of interest from 8 states participated in the seminar: Macedonia, Moldova, Kosovo, Croatia, Montenegro, Romania, Serbia and Bulgaria.

Participation took also representatives of the Delegation of the EU in Macedonia and UNDP which support methodically and financially and monitor the activities related to integrity and the fight against corruption and conflict of interest.

The questions of the participants to the representatives of the Commission for prevention and ascertainment of conflict of interest were mainly related to what the sanctioning consequences of a positive decision of the Commission are/ascertainment of conflict of interest/; persons that may file an alert to the Commission; whether anonymous alerts are considered and how the procedure of appealing the Commission’s decisions is regulated.

At the seminar, the Commission for prevention and ascertainment of conflict of interest was invited to conclude a Memorandum of cooperation with the Commission for prevention of conflict of interest of Montenegro.

An important moment in the participation of CPACI is its accession to IEN /Integrity Expert Network/ - an informal organization set up in 2010 with the purpose of making possible, by encouraging contacts and interaction between experts of different states working in the field of separate aspects of integrity /ethical codes and rules of conduct, fight against corruption, declaring of property by persons holders of public office, prevention of conflict of interest/, international cooperation and exchange of experience between the institutions for improving the effectiveness of their work.

Press conference

On 04.06.2012, at BTA, the Commission for prevention and ascertainment of conflict of interest held a press conference on the occasion of the first year of its establishment.

The chairperson, Filip Zlatanov, as well as members of the commission – Sabrie Sapundjieva, Katya Staneva and Nikolay Nikolov participated in it.

The results achieved by the Commission for prevention and ascertainment of conflict of interest during the first year of its establishment – submitted alerts, rendered decisions on conflict of interest, imposed administrative penalties, as well as organizational aspects in the work of the administration were summed up at the press conference.

First International Seminar of the Services of the Danube Region States and EU Ascertaining Conflict of Interests

 

At the end of May 2012, the one-year project “Rule of Law - Implementing a Comprehensive and Integrated Approach in Prevention and Fight against Corruption in the Danube Region” was officially launched, financed by the Program for rule of law for south-eastern Europe of “Konrad Adenauer” Foundation. Within the framework of the project, the international seminar on a topic: “Prevention of conflict of interest” was held. National co-funding on the project was provided by the Ministry of Interior, with its partners in the project from Bulgarian side being the Ministry of Justice, the Commission for prevention and ascertainment of conflict of interest and the Commission for ascertainment of property acquired through criminal activity.
